Elmira woman arrested on welfare fraud charges after receiving unqualified SNAP benefits

ELMIRA, N.Y. (WETM) — An Elmira woman was arrested Monday after police say she received nearly $2,000 in benefits to which she was not entitled.

Christina Woodard, 55, was arrested on Monday, October 28, on multiple felony charges, including fourth-degree welfare fraud, fourth-degree grand larceny, and two counts of presenting a false instrument. First degree, all are class E felonies, Elmira Police said.

Woodard allegedly committed fraud by submitting two applications for public assistance to the Chemung County Department of Social Services without reporting household income as required.

According to Elmira Police, Woodard received $1,792 in food stamp benefits, which he was not eligible to receive.
